In this talk the principles of organizing a dialogue based procurement of a large scale computing system are discussed. The talk is structured to start first using the example of the Regional Cluster System for the Theoretical Chemistry community in Ulm and its requirements, discuss the preparation activities of technology review (introducing also the different technological options), requirements analysis and benchmark definition as basis for the procurement. A (very) short view on European Procurement Procedures and how different solutions can be compared and a decision can be prepared. The talk is concluded with the architecture of the Ulm Cluster System currently in contract negotiations and a comparison of the system with others in Stuttgart at the national supercomputing centre optimized for highly scalable applications and the general purpose cluster system for basic services.
